Message from the CEO

After being knocked down during COVID, Massport is back! In 2024, we broke passenger records in aviation, maritime and high-occupancy vehicle (HOV) ground transit. We also continued investing in safety, security and emergency preparedness – our top priority. For the first time, Logan Airport was named one of the top 10 airports in the J.D. Power 2024 North America Airport Satisfaction Study. The Authority achieved a new high in total revenue, made solid progress on our Net Zero 2031 commitments, completed major projects and began breaking ground on others, all while further strengthening our relationships with neighborhoods and stakeholders. As Massport’s newest CEO, I am proud of the entire Massport team for their remarkable efforts and successes in 2024 and I deeply appreciate Ed Freni’s leadership during the CEO transition.
As we look back on our 2024 accomplishments, we are also looking ahead to ensure we can efficiently serve our customers and continue driving economic growth in the Commonwealth. In 2025, we will focus on my six top priorities as we launch an Authority-wide strategic planning effort to guide us over the next ten years.

Safety and Security
Massport is committed to safety and security working in tandem with our tenants, local, state and federal security and emergency partners. In 2024, Massport successfully completed the largest-ever active shooter training exercise at Boston Logan which involved first responders and law enforcement from local communities, our federal partners, role-playing volunteers and Massport staff. The Authority also conducted full-scale training exercises at Hanscom Field and Worcester Regional Airport.

Active Shooter Tactical Emergency Casualty Care (ASTECC) Drill at Logan Airport
Nearly 1,100 staff, first responders, mutual aid partners, and volunteers gathered in Terminal C at Logan Airport for the largest ever overnight Active Shooter Tactical Emergency Casualty Care (ASTECC) full-scale emergency exercise.

Active Shooter Drill at Hanscom Field
Nearly 300 participants from five local law enforcement/fire/EMS agencies, federal agencies, Massport Fire-Rescue, and Massachusetts State Police practiced emergency response protocols in a full-scale active shooter exercise at Hanscom Field.

Full-scale Emergency Drill at Worcester Regional Airport
Massport and mutual aid departments from surrounding communities, including the Worcester Emergency Operations Center, conducted a full-scale emergency exercise at Worcester Regional Airport with more than 200 participants.

Worcester Team Recognized for Excellence in Snow and Ice Removal
Worcester Regional Airport received a Balchen/Post Honorable Mention for excellence in airport snow removal and ice control operations for the fourth time in the past ten years.
Aviation
Boston Logan International Airport
Boston Logan International Airport served a record number of passengers in 2024 – 43.5 million. New England’s largest airport added more airlines that provided connections to overseas destinations, including in Europe, Asia and Central America, which led to a record 9 million+ international passengers served last year. As more passengers traveled through Boston Logan, we renewed our commitment to customer service and increased our ranking in the J.D. Power customer satisfaction survey, from 16th place in 2023 to 10th place in 2024.

Logan is back!
After years of recovery from the pandemic, Logan served 43.5 million passengers – the highest ever. More than 9 million international passengers traveled through Logan, setting a new record for international travel.

More Direct Service to Overseas Destinations
Logan gained new nonstop international flights including Aeromexico/Mexico City , Austrian Airlines/ Vienna; Azores Airlines/Porto and Funchal, Portugal; Delta/Liberia, Costa Rica; Etihad/Abu Dhabi; Hainan/Beijing; and JetBlue/Dublin and Paris.

A Renewed Focus on Customer Service
Logan Airport ranked 10th in the J.D. Power 2024 North America Airport Satisfaction Survey, moving up six positions from the 2023 ranking.

New Curb Space at Terminal B for a Better Customer Experience
We added 1,000 linear feet of new accessible curbs inside the Terminal B garage for private vehicle passenger pickup separating buses and private cars to reduce curb congestion, enhance safety and provide a better passenger experience.
Worcester Regional Airport
2024 was a banner year for Worcester Regional Airport. It served nearly 230,000 passengers, the highest number in 34 years. As demand for commercial service in Central Massachusetts continued to rise, Massport made investments on the airport to create a larger security checkpoint, increase seating capacity in the departure lounge, add more parking spaces and enhance runway safety features.

More Passengers Choose Worcester Regional Airport
Passengers choose Worcester Regional Airport for its convenient location, affordable parking, easy check-in and nonstop flights to favorite destinations. In 2024, nearly 230,000 passengers flew through the airport, the highest number in 34 years.

New Nonstop Service
JetBlue launched new seasonal service to Fort Myers, FL, the spring training home of the Boston Red Sox.

Terminal Improvements for a Better Experience
We relocated the security checkpoint to a more spacious area and created more room for passenger seating in the departure lounge to accommodate the airport’s growing passenger volume.

Airfield Safety Project Completed
Installed a $5 million replacement engineered material arresting system (EMAS) at the end of Runway 29. The EMAS is made from lightweight cement clocks designed to crush and safely slow an aircraft that overshoots the runway end.
Hanscom Field
As the premier full-service general aviation airport in the region, Laurence G. Hanscom Field provides a critical transportation hub for local businesses, emergency flight services, private and chartered aircraft. In 2024, Massport completed a runway rehabilitation project at Hanscom and enhanced its energy efficiency.

New England’s Premier General Aviation Airport
Hanscom Field served 119,100 aircraft operations, including air taxi, corporate/charter, pilot training, medical, and military flights. There were more than 35,000 jet aircraft operations, 10% more than pre-pandemic (2019).

Runway Maintenance Project Completed
We completed the final phase of the Runway 5-23 Rehabilitation project replacing the last section of asphalt pavement and upgrading runway lights to energy-efficient LEDs. This essential maintenance ensures high safety standards at Hanscom Field.

Atlantic Aviation Opened New and Improved Facilities
Atlantic Aviation, which provides flight support services to business, private, medical and other Hanscom users, completed a $16 million project including three new 20,000 sf hangars, new ramp space, terminal renovations, and other improvements.
Maritime
Conley Terminal
The Port of Boston’s customers continued to reap the benefits of the modernized Conley Terminal. In 2024, Conley’s container volume grew by 6%. Massport also opened a new dedicated truck route to provide an efficient artery for all commercial vehicles in the South Boston Waterfront to reduce congestion in the neighborhood.

Higher Container Volume in 2024
Volume at Conley Terminal grew 6% to 251,500 TEUs (twenty-foot equivalent units, a measure of shipping containers). Import TEUs increased by 6%.

Handling Larger Container Ships
With its modernized infrastructure, Conley Terminal serviced the MSC Kayley, a 15,000+ TEU ship and the largest container vessel that has ever called the Port of Boston.

Preserving Truck Access to the Seaport
We completed the reconstruction of Cypher/E Streets with a Cypher Street extension from D Street to E Street to serve as a dedicated truck route for trucks serving maritime, industrial and other commercial properties in the South Boston Waterfront.
Flynn Cruiseport
The demand for cruising at the Port of Boston continued to rise. In 2024, Flynn Cruiseport Boston served 480,000+ passengers, a 29% increase over the 2023 cruise season. Massport also announced a $100M investment in the facility, including a sustainable shore power system that will allow ships to plug in for electricity while docked.

Flynn Cruiseport Boston had a record-breaking year welcoming more than 480,000 passengers, 167 vessels and eight homeport ships.

Flynn Cruiseport’s Continued Growth Creates Positive Economic Benefits for the Commonwealth
Flynn Cruiseport's contribution to the state economy continues to grow. In 2024, Flynn Cruiseport Boston contributed $256 million to the Massachusetts economy, up 90 percent from 2018, and supported over 3,000 jobs, a 36 percent increase.

Welcomed Our Newest Homeport partner, Princess Cruises
In July, the Emerald Princess set sail on its inaugural homeport season at Flynn Cruiseport Boston aligning with our strategic plan to diversify cruise lines and extend Canada/NE sailings into the summer months.

Investing in Flynn Cruiseport and Neighboring Communities
We announced a $100M investment in Flynn Cruiseport, including $60 million for shore power, a significant step forward for sustainable maritime practices at the Port of Boston, benefitting both cruise industry partners and the surrounding community.
Real Estate and Asset Management
In 2024, two transformative development projects continued to advance in the South Boston Waterfront. The 10 World Trade office/lab project, a green building, will create 100,000+ sf of public open space when it opens in 2025. A mixed-income housing development project proposed on Parcel D-4 will expand affordable housing options in the neighborhood. Massport also launched a seasonal weekly Fish & Farm Public Market at the Boston Fish Pier to support our seafood tenants, and plan to operate the market again in 2025.

10 World Trade Nears Completion
The 10 World Trade project's glass curtain wall was installed ahead of project completion in 2025. The building maximizes public space and will achieve gold or platinum status from: LEED, WELL, SITES, WiredScore, and SmartScore.

Mixed Income Housing Development Reach Important Milestone
We advanced the affordable housing project on Parcel D-4. On track to be the first such project in the South Boston Waterfront, the development will have 200 affordable units (100%), including workforce housing and 2-3 bedrooms ideal for families.

Bringing Fresh Seafood and Produce to Seaport Residents
We started a weekly Fish and Farm Public Market at the Boston Fish Pier, in partnership with Mass Farmers Markets. Opened from June through October, the market featured Massport’s seafood industry tenants at the Boston Fish Pier.
Sustainable Ground Transportation
Massport is proactively managing the passenger growth at Logan Airport by expanding our HOV-transit modes of transportation. In collaboration with the MBTA and private bus companies, we are working to provide more sustainable ground transportation options and reduce roadway congestion.

Logan Express Ridership Smashes Previous Record
Investments in sustainable transportation are paying off. About 2.6 million passengers and employees traveled to and from Logan Airport aboard one of Massport’s five Logan Express services – a new record and 12% higher than the 2023 record.

Private Bus Use at Record Levels
A record 1.7 million Logan Airport passengers traveled via private bus service with networks stretching into the New England states.

Private/Public Transit use is at an All-Time High
Overall, 22% of passengers traveled to the airport via MBTA, Logan Express or private bus – a new record for passenger transit use.

A New Site for the North Shore Logan Express Service
We relocated the North Shore Logan Express service from Peabody to nearby Danvers, increasing the parking capacity for riders by more than 40% and will eventually double the parking capacity when site construction is completed.

Expanded HOV/Transit Options for Employees
We invested in more transit options for employees by adding 200 parking spots (a 40% increase) to the Quincy Employee Lot and more than doubling the Wonderland Employee Parking program to 1,800 parking permits.

Expanding Framingham Logan Express
We’re giving Logan passengers more transit options from west of Boston. We broke ground on the Framingham Logan Express garage project to double parking capacity by adding three levels and nearly 1,000 spaces to the existing garage.
Commitment to Net Zero
Massport is committed to reaching Net Zero by 2031. Our roadmap to Net Zero includes energy efficiency, clean and renewable energy sources, sustainable ground transportation, partnerships and a culture of sustainability. Last year we formed important partnerships with our sister agencies to tackle aircraft emissions, worked to reduce emissions in our diesel fleets and made progress on transitioning to hybrid and all electric vehicles and equipment.

Working to Reduce Aviation Emissions
With our state agency partners, we kicked-off a Sustainable Aviation Fuel (SAF) working group focused on increasing the supply and adoption of SAF in Massachusetts. Made from renewable resources, SAF can reduce aircraft emissions by up to 80%.

Reducing Emissions from Medium and Heavy Duty Fleet and Equipment
We piloted renewable diesel at all of our facilities and will transition to 100% renewable diesel use in 2025. With this transition, use of Massport’s diesel-powered equipment and tenant ground support equipment will be carbon neutral.

We Made Important Strides in Transitioning to Hybrid and All Electric Fleets
We replaced one-third of airside buses with electric models, placed six hybrid mobile cranes into service at Conley Terminal, and laid the groundwork for procuring electric and hybrid Logan Express and on-airport buses.
Community
Massport is committed to being a good neighbor. In 2024, the Authority continued its collaborations with local communities through foundation payments, charitable contributions, community sponsorships, youth summer jobs and student scholarships.

Supporting Our Communities
Massport provided $1.3M to the East Boston, South Boston and Winthrop Foundations, $340K to the East Boston Neighborhood Health Center, and grants to local groups for educational, athletic, social, and cultural programs.

Providing Work Experience for Local Youth
We funded 285 summer jobs for youth at 29 organizations in Massport’s neighboring communities.

Scholarships
We awarded scholarships to underrepresented students pursuing STEM degrees, students from neighboring communities with a demonstrated interest in giving back to their communities and local schools.

Massport Volunteer Efforts and Donation Drives
Each year, Massport employees participate in volunteer programs and generously donate to causes benefitting neighboring communities including the annual Backpack Project, a Thanksgiving Food Drive and the Children’s Winter Coat Drive.

FY24 marked a year of growth and recovery, investment for the future and a steadfast commitment to sustainability, all while fostering strong relationships with our business partners and communities.
